The presence of the syllable as an abstract phonological unit limiting the possible sequences of segments isn’t uncontroversial, and its application in mainstream linguistics fiction has not been consistent. Theories predating the appearance of the currently-mainstream generative phonology and the latest approaches from within generativism itself, have questioned or even outright denied the syllable for other behavioral explanations from within both phonetics and phonology. In linguistics, the presence of syllables organizing speech sounds and sign language movements is typically applied for explanation of views on what is possible in the given language, from native speakers’ understanding of how many ‘beats’ there exist in a word to the possible ordering of segments like c, a and t in the word cat. Both in phonetics and in phonology the syllable is a basically significant unit. It is a fine idea for keeping the phonetic notions of the syllable separate from the phonological notions. It should be noted that phonetically we may observe that the flow of speech really consists of an alternation between vowel-like states (in which vocal tract is relatively open and unobstructed) and consonant-like states (where certain obstruction to the airflow is done).
